I don't see any problems with the download itself, so my best guess is that you don't have the drivers for the webcam installed on your PC. Press Win + R on your keyboard, then type devmgmt.msc in the Run box that pops up and press Enter. Now, look for a category called Imaging devices and there you should see your webcam's name (HP Webcam -number-). Right-click it, then select Update Driver and have Windows search automatically for a new driver. Once the process is completed, try using the MediaSmart Webcam tool again.
If that doesn't do trick, you can download the universal webcam driver from the HP Support website and install it on your PC, but it's designed for Windows 7, so it may not work on other operating systems.
Usually after upgrading or installing a fresh copy of Windows, you lose the drivers required for certain hardware to work and have to re-install them. You can try to download HP MediaSmart Webcam, in most instances it installs the driver of your webcam automatically and you can start to use it again, right away.
I tried to make my webcam work on Windows 7 first (my brother who used this computer before me said it worked fine for him), and it did not work, so I upgraded to Windows 10 to see if that would include driver software that worked. The camera still doesn't work. Any ideas?

There isn't a fixed version about this software available for downloading. The developers insist on using the HP Support page to download the necessary drivers on your computer.
My advice is to go to Start > Settings > Update and Recovery > Recovery > Advanced Start-up > Restart. Once the PC boots, select Troubleshoot > Startup. Press the option 7 when prompted, install the drivers and accept the warnings then reboot again and the camera should work.
Back in August, I had to replace the hard drive for my laptop. I have been trying to get MediaSmart WebCam to work. I tried the website and I tried to run the software. It looks like it's going through, but then nothing happens and I've check my programs and it doesn't show up. Is there anything else I need to do?

If you can't make the software work on your computer, it's possible you're using an unsupported operating system. For this purpose, I recommend downloading a version that's compatible with 32 and 64bit operating systems. Remove the version you have and install the one from the link below.

To be noticed that this tool doesn't come bundled with the webcam's driver. Because of this, before you can use HP MediaSmart, you need to install the appropriate driver. You can obtain this from the manufacturer's official website. Also, this tool is only available for Windows 7, so if you are trying to use it on other OS, it won't work.
The MediaSmart Webcam used to work fine. I reinstalled my Windows 7 and downloaded the new MediaSmart Webcam software from the Hp website but it just won't install. The installation process starts and just goes dead with no notification.

The software supports Windows 7 on both 32 and 64bit architecture. The latest version is 4.1.3130. I have installed it and it works normally without errors, only that I don't have a HP webcam. Make sure that when you start the installation to choose Run as Administrator and everything should be fine.
If you deleted the webcam application you can visit Software Informer review page of the product in order to obtain a link to the official download. Press the green Download button, save the file to your computer and install the utility following the provided steps. If you deleted the webcam drivers you can visit HP Drivers & Downloads web page. Identify your laptop model, select your operating system, click Next and download and install the provided files.

go to the start menu, if youre using vista theres a search bar...type in webcam and the icon should pop up. if youre using anything older, then use the find program menu
